OnlineComics.com and TheWebcomicList.com and BelfryComics.net and ChoiceComics.net are all useful for finding webcomics. I think that's the closest you can get... OnlineComics is probably my favorite as you can select all the tags you want. Unfortunately, as I said, with a webcomic a search bot could never know 'oh, that's a webcomic!' so it has to be user submitted and not every comic is going to know about every comic site.
